Є.В. Долотенко ОСОБЛИВОСТІ ДЕРЖАВНОГО УПРАВЛІННЯ СИСТЕМОЮ ОХОРОНИ ЗДОРОВ’Я В УКРАЇНІ
У статті розглянуто основні дефініції, що відображають процес державного управління системою охорони здоров’я, сутність і значення державного управління галуззю охорони здоров’я. Досліджено сучасну систему державного управління охороною здоров’я в Україні. Проаналізовано думки вітчизняних дослідників з теорії та практики державного управління в Україні.

В статье рассмотрены основные дефиниции, отражающие процесс государственного управления системой здравоохранения, сущность и значение государственного управления отраслью здравоохранения. Исследована современная система государственного управления здравоохранением в Украине. Проанализированы мнения отечественных исследователей относительно теории и практики государственного управления в Украине.

Under the conditions of modern development of medicine of Ukraine, the place and the role of state government of the sphere of healthcare become of vital importance. The article provides analysis of the basic definitions that reflect the process of state government of the healthcare system, the subject matter and importance of state government of the field of healthcare as well as the modern system of state government of healthcare in Ukraine. The article reviews the ideas of native researchers in the field of the theory and practice of state government in Ukraine. Besides, the author articulates such concept as “government”, gives various definitions of the term “state government”, as well as provides a detailed analysis of such concept as “system” and gives its definition. In accordance with the regulatory acts the notion of “healthcare” is defined. The system of healthcare is characterized as a system with a complex structure. According to the levels of government the system of healthcare of Ukraine is divided into state, regional and local levels. Also, the system has peculiarities of government of healthcare bodies and institutions that are united in departmental systems. Besides, the form of ownership brings differences to the government of a medical center. Also, the system has its unique features as to the kind of medical attendance (first, second, third). It should be noted that the Ukrainian healthcare system has not seen any changes since it was founded according to Semashko's model. In accordance with the stated objective all notions considered were put together and the process of state government of the healthcare system of Ukraine was determined. The article specifies the object and the subject of state government in the field of healthcare. The article emphasizes that state government of the healthcare system has its specific features, which means they are connected with the concept “health”. Besides, the article outlines the key problems of state government in this sphere and draws basic conclusions as to the author's own definition of the notion “state government of the healthcare system”, basic features of state government of the healthcare system in Ukraine.
