О. В. Ігнатова ПРОЕКТНИЙ ПІДХІД ДО ОРГАНІЗАЦІЇ ІННОВАЦІЙНОЇ ДІЯЛЬНОСТІ ОРГАНІВ ДЕРЖАВНОГО УПРАВЛІННЯ
У статті подано аналіз організації інноваційної діяльності органів державного управління, які мають функціонально орієнтовану структуру управління та систему ієрархічної підпорядкованості. Запропоновано визначення терміна “проект” для цих організацій. Виявлено функціональні й ієрархічні особливості, які впливають на процеси розробки та впровадження інноваційних проектів. Побудовано матрицю розподілу інноваційних проектів залежно від їх ієрархічного призначення.

В статье представлен анализ организации инновационной деятельности организаций, имеющих функционально-ориентированную структуру управления и систему иерархической подчиненности. Предложено определение термина “проект” для этих организаций. Выявлены функциональные и иерархические особенности, влияющие на процессы разработки и внедрения инновационных проектов. Построена матрица распределения инновационных проектов в зависимости от их иерархического назначения.

The article deals with current issues of innovation management in goverment service. Since March 2014 the political situation of the country again change the levers of tax and customs services. Resolution of the Cabinet council of Ukraine provides for the Ministry of revenue and duties of Ukraine reorganization by establishing the State Fiscal Service like a central executive body whose activities are directed and coordinated by the Cabinet council of Ukraine. Formed the State Fiscal Service combines tax, customs and financial polices. This updated issues of state regulation of innovation in the newly created state authority. However, methodological issues resolved Strategic Planning, Ministry of revenue and duties of Ukraine has been provided organizational and methodological tools of innovation management at the regional level, so is problematic and formed the State Fiscal Service. As part of the functional activities of local income and charges Ukraine by functions of the innovation processes in the Department Mindohodiv and Project Management. In other words, innovation activities in the Department of Ministry of revenue included the use of design implementation of innovative actions. Therefore, the article proposes a combination of functional and design approaches to innovation management, ie using of functional-design approach to the development and implementation of the state innovation policy of Ukraine in goverment service. Scientific and practical study was conducted on the example of territorial Ministry of revenue of regional level. Identified sequences parallel action to implement the process of innovation management that are integrated into a single structural and logical model. Innovation management model tested in the Department of Ministry of revenue in Kharkiv region and proposed adaptation for using in local government fiscal Service of Ukraine.
