І. К. Костюк ІНФОРМАЦІЙНА СКЛАДОВА АДМІНІСТРАТИВНОЇ РЕФОРМИ В УКРАЇНІ
У статті досліджено питання впливу та застосування сучасних інформаційних технологій у процесі впровадження адміністративної реформи в Україні, визначено основні проблеми застосування системи електронного уряду та шляхи вирішення цих проблем, подано рекомендації щодо застосування інноваційних технологій у системі державного управління на місцевому та державному рівні.

В статье рассматриваются вопросы влияния и применения современных информационных технологий в процессе внедрения административной реформы в Украине, определяются основные проблемы применения системы электронного правительства и пути решения данных проблем, даются рекомендации по применению инновационных технологий в системе государственного управления на местном и государственном уровне.

This paper examines the impact and application of modern information technology in the implementation of administrative reform in Ukraine, identifies the main problems of application of egovernment, and solutions to these problems are determined by the positive aspects of the use of innovative technologies in public administration at the local and state level. With regard to the introduction of modern information technology in public administration, then this course is definitely one part of the inevitable transition to the information society. Under present conditions, when the use of high technology is a critical factor in increasing efficiency in all areas of human activity, including in public administration, every day growing need for information and communication technologies in public administration. One of the signs of a developed civil society is its awareness. Therefore, any reforms, especially those that relate directly to most of the general public and local self-government and administrative-territorial reform belong to just such must precede and be present at their conduct extensive information support. Therefore, it is important to send a vector of activities of all levels for improvement of modern IT-sector, which requires a modern computerized society, for it is the introduction of modern information technology will solve most of the problems that exist today in the public administration. The experience of other countries, reform of government requires a certain willingness of the population to it, that of civil society.
