У статті запропоновано авторське визначення поняття “механізми державного регулювання земельних відносин у сфері містобудування”. Детально розглянуто існуючу класифікацію механізмів державного регулювання, охарактеризовано основні механізми державного регулювання земельних відносин у сфері містобудування. Визначено взаємозв’язок цих механізмів між собою й основні інструменти, за допомогою яких функціонує система державного регулювання земельних відносин у сфері містобудування.

В статье предложено авторское определение понятия “механизмы государственного регулирования земельных отношений в сфере градостроительства”. Подробно рассмотрена существующая классификация механизмов государственного регулирования, охарактеризованы основные механизмы государственного регулирования земельных отношений в сфере градостроительства. Определена взаимосвязь этих механизмов между собой и основные инструменты, с помощью которых функционирует система государственного регулирования земельных отношений в сфере градостроительства.

The existing theoretical developments on the mechanisms of state land relations regulation in the field of urban planning is investigated, the importance of effective functioning state regulation system for the national economy and the urban planning is proved. Also it is analyzed the inner essence of the state land relations regulation system and it is determined the interconnection arrangements between its internal mechanisms and main instruments, through which the operating of state land relations regulation in the field of urban planning is provided. The author concept for mechanisms in regulation of land relations within the field of urban development is given in the article, which is defined as a system of interrelated mechanisms of state regulation through the operation of government regulation which subjects engaged in purposeful influence over government regulation in order to balance the interests of participants in relation to ownership, use and disposal of land for urban purposes. There is also given a detailed consideration for the existing classification of mechanisms in state regulation, outlined the characteristics of basic mechanisms in state land relations regulation within the field of urban development and identified their key range due to their significance and influence on the system. The legal, financial, economic, administrative, organizational, social, psychological, political and motivational mechanisms are attributed as the most important by the author. As the subject of state land relations regulation in the field of urban planning it is proposed to understand the system of state and local governments, which provide the formation, implementation, monitoring and improving the governance process in land and urban planning areas within their own and delegated authority. The object of state regulation of land relations is defined as the field of urban planning, that arise between participants in these relationships, whom may be the citizens as individuals, entrepreneurs, community nonprofit organizations, legal entities, state and local governments or even foreigners. The administrative, organizational and legal mechanisms are defined as the main mechanisms that ensure state regulation in the field of the study. There is also emphasized by the author that the effective functioning of state land relations regulation in the field of urban development is possible only through the concerted functioning of all the mechanisms of the system. Operation of state land relations regulation is provided by regional and local executive bodies. The village, town and city councils are defined as the principal bodies, the activities of which affect the functioning mechanisms of state regulation in the investigated area. The land for urban purposes is determined as the main element of land relations in the study area and the subject of this relationship. The compliance of the principles and elements of urban planning policy, which are required by the legislation, is concludes by the author as an important part of the functioning mechanisms of state land relations regulation in the field of urban development. All this proves the need for a more detailed examination of the legal, administrative and institutional mechanisms of state land relations regulation in the field of urban planning.
